PROBLEM TO BE SOLVED: To prevent an IC card from being illegally used by using data for specifying a person to be cared who has obtained a qualification and his (or her) proxy which are stored in the IC card in a care insurance system qualification checking system for checking the qualification at the time of receiving care service provision in a care insurance system. SOLUTION: At the time of receiving an appointment for service provision from a person necessary to be cared, a provision plan processor 30 records service provision plan information and writes charged service plan information in a helper IC card 40 in each charge. At the time of providing service, a helper terminal 50 certificates (52) a cared person IC card 20 by using basic information read out from the IC card 20 and the charged service plan information. When a person offering the appointment for service provision is a proxy, the proxy is certified (53) by using an inputted password and proxy information read out from the IC card 20. |
