PROBLEM TO BE SOLVED: To enable a slave set to take synchronization with other radio base station CS and to conduct communications by providing a common identifier to each CS so as to allow the slave set to be registered to only one CS. SOLUTION: Each of CSs 110-112 is provided with a memory 6 that stores an identifier in common with each CS, a common ID processing means 7 that gives identifier in common to each CS to a slave set 201 at the registration of the slave set and sends the identifier through a control channel, and control section 8 that controls each section. The slave set 201 is provided with a memory 15 that stores the identifier in common to each CS and with a common ID processing means 16 that identifies the identifier sent through the control channel from the CS 110-112. Then the slave set establishes synchronization with each CS by having to register only a single CS and discriminates a communication-enabled CS with the identifier in common for each CS to make communication.
