PROBLEM TO BE SOLVED: To improve picture quality by distributing bit rates in accordance with difficulty so that the bit rates of the whole channels with priority given to a picture quality are almost equal to an average bit rate allocated to the whole channels with priority given to a picture quality. SOLUTION: A controller sets up an objective bit rate so that bit rates are changed around an average bit rate set up in respective channels with priority given to the average bit rate in accordance with difficulty as shown in the figure. In respect to channels with priority given to picture quality, an objective bit rate is set up so that the whole bit rates are changed around a remaining bit rate remaining after the subtraction of the average bit rate of channels with priority given to the average bit rate from the whole bit rates in accordance with difficulty as a whole. Even when channels with priority given to picture quality and channels with priority given to the average bit rate are mixed, picture quality can be sufficiently improved. |
