The invention refers to a metal cutting and heat treatment procedure and a cutter for performing the procedure, used in the metal processing industry. According to the invention, the procedure consists in heating the processing area at 1200-1300 degrees C by means of 50Hz alternating current, with the intensity of 100-1500A and a voltage of 1-3.5V. The cutter for performing the procedure on a lathe consists of two half cutters (4 and 5), separated from each other and powered by electric current, and for processing on a planning machine or a slotting machine, the cutter consists of a main body (10) powered by electric current, the circuit being closed off by the part to be processed.
