<p>PROBLEM TO BE SOLVED: To efficiently incinerate scrapped vehicles or the like and to make noxious substances generated in incineration harmless by oxidizing and decomposing the noxious substances such as dioxins, dust, etc., generated in the main body of an incinerator for incinerating the scrapped vehicles or the like at a specified temp. with supercritical water. SOLUTION: The scrapped vehicles 1 (or the like) are incinerated in the main body 2 of an incinerator, and the noxious substances such as dioxins contained in the exhaust gas generated in that case is made harmless by the supercritical water oxidation device 21, a water scrubber 22, a bas filter 23 and an activated-carbon tower 24 as the harmful matter treating device.
