<p>PROBLEM TO BE SOLVED: To prevent the occurrence of a case where an encoded image included in a GOP in an edition is discontinued and a useless bit stream is generated, as considered also in MPEG-2 system, when a CM, etc., is inserted following a time signal or at a fixed time after the time signal, in the case of encoding and transmitting a moving image signal consisting of plural screens by means of the temporal or spatial correlation based on MPEG encoding system. SOLUTION: This device includes a specific time designation part 1 which outputs a time signal at a specified time and an encoding control part 2 which extracts an image frame timing from an inputted moving image signal to compare it with a timing when the time signal is outputted from the part 1 and also outputs designation control signals to a selector part for the encoding modes of I, P and B pictures respectively. Then, the I picture is compulsively used to apply the intra-frame encoding to the moving image that is inputted at the timing of the time signal or the timing set in a fixed time after the time signal.</p> |
