PROBLEM TO BE SOLVED: To provide a preventing device which permits an outside wire to be mounted from the ground, shorten working time, and is able to prevent fall accidents, and a method therefor. SOLUTION: An outside wire fitting piece 8 is provided with a ring-shaped anchoring part 12, anchored by inserting an outdoor wire retainer 7 on one end front face side, and a locking part 14 involving a spring member 13 at a U-shaped opening part on the other end rear face side. A outside wire fitting jig 20 is mounted on the front end of an operation rod 21 and a setting part 24 which is set detachably with the outside wire fitting piece 8 directing the spring member 13 at the U-shaped opening part of the locking part 14 upwards.
