PROBLEM TO BE SOLVED: To provide an elastic wave velocity measuring device such that a sensor for measuring the speeds of elastic waves is easily and surely installed on a perforated wall and easily removed and to provide an elastic wave velocity measuring method which makes it easier to measure the speeds of the elastic waves. SOLUTION: In underground civil engineering work such as in a tunnel 50, an elastic wave velocity measuring device 1 determines whether or not bedrock around a structure to be constructed is good by measuring the speeds of elastic waves within a borehole 100 provided in the ground. In this case, the device 1 has a sensor part 10 having a piezoelectric element 15 (sensor) capable of measuring the speeds of the elastic waves and an alloy spring 14 (sensor fixing member) fixing the piezoelectric element 15 within the borehole 100, the alloy spring 14 being made of an alloy having the nature of being restored to its initial shape with or without heat after being plastically deformed within a certain range.
