PROBLEM TO BE SOLVED: To provide a handwritten character recognizing device which as able to recognize words that are written in printing style, cursive style and mixed style. SOLUTION: A stroke segmentation part 2c divides a stroke that is represented in a coordinate data string of handwriting which is inputted by handwriting into one or two or more sub strokes. A normalizing part 4a normalizes the coordinate data string for each sub stroke that can be a sub pattern which constitutes a character or a part of a character or each sub stroke chain. A feature extracting part 4b extracts a feature point string that has feature variables which are related to the normalized sub stroke or sub stroke chain as a feature pattern. A word generating part 6 produces a word by combining sub pattern candidates recognized by collating the feature pattern with a standard pattern that is selected from a sub pattern dictionary storing part 5 by a dictionary selecting part 4c by a matching part 4d, while referring to a word dictionary.
