PROBLEM TO BE SOLVED: To dispense with a shut-off valve and a safety valve in the inlet of a fuel electrode, reduce the cost of a system, and make the system compact. SOLUTION: A discharge circuit 15 is installed by branching from a piping between a raw material preheater 6 and a reformer 7. A shut-off valve 16 and a manual valve 17 are installed in the discharge circuit 15. When a system is started, the shut-off valve 16 is opened, and steam is supplied from a steam separator 4 in order to raise the temperature of the raw material preheater 6. An opening of the manual valve 17 is adjusted to prevent the back flow of a combustion gas from the reformer 7, and at the same time, steam is discharged from the discharge circuit 15 to reduce the amount of steam flowing into a fuel electrode 9a. |
