PROBLEM TO BE SOLVED: To prevent actuation against a driver's will just after closing a power source by prohibiting supply of a driving current when the power source is closed in a state of detecting that a wiper switch state is other than OFF. SOLUTION: An intermittent signal is inputted to an input terminal V3 of a control amplifier 5 when a power source is turned on when a wiper switch 3 is INT or AUTO. A wiper motor 7 is intermittently actuated to actuate a wiper at a low speed when a contact point of an actuating relay 11 is grounded by being switched to the ground by outputting a wiper driving signal with every prescribed time from an output terminal V1 on the basis of an intermittent volume switch signal, a raindrop sensor signal and a vehicle speed signal. A control amplifier 5 outputs an actuation regulating signal to an output terminal V5 when the power source is turned on when the wiper switch 3 is INT or AUTO, and the wiper is not actuated since a driving current does not flow to the wiper motor 7. Actuation of the wiper against driver's will just after closing the power source can be prevented.
