PROBLEM TO BE SOLVED: To attain high charging rate of a secondary battery, without causing significant cost increase in a battery charger. SOLUTION: If it is discriminated that a terminal voltage V of a secondary battery 3 is higher than a reference voltage Vs of a reference power source 5, a charging control circuit 9 disconnects a charging circuit 1 and the secondary battery 3 from each other with a switch 2, if a differential voltageΔV obtained by a calculating circuit 7 is discriminated, based on the terminal voltage V of the secondary battery 3 measured with a voltage measuring circuit 6 and previously measured terminal voltage V is higher than prescribed voltageΔVs, and restarting or completion of charging is determined based on the discriminated results.
