PROBLEM TO BE SOLVED: To improve the reliability of display operation of a plasma display panel while preventing the generation of fault as a cause of lowering of dielectric strength and while homogenizing a dielectric layer. SOLUTION: A plasma display panel 1 has a dielectric layer 20 for coating display electrodes X, Y formed on a board 16 in relation to a discharge space 30, and this dielectric layer 20 is formed of a lower glass layer 20a formed by baking a first glass material at a baking temperature within the predetermined range higher than the softening point of the first glass material and an upper glass layer 20b formed on the lower glass layer 20a by baking a second glass material at a burning temperature within the predetermined range higher than the softening point of the second glass material and lower than the softening point of the first glass material.
