PROBLEM TO BE SOLVED: To protect the benefit of a viewer of pay broadcast programs even when only program with poor reception quality is received or reception is disa bled due to rainfall or the like after payment of a charge at the purchase of pay broadcast program. SOLUTION: In the case of receiving broadcast signals including pay signals, a reception quality measurement device 22 measures reception quality of a broadcast signal received, and stores on an IC card 8 at least information denoting purchase of pay broadcast programs included in the received broadcast signal and information denoting the result of measurement by the reception quality measurement device 22. Then, the stored information is sent externally or is externally read later. Thus, charging at purchase of pay broadcast program is not conducted, or a signal representing a free viewing only one of a re-broadcast program is sent to receivers, or the enterprise makes free charge processing, and then no disadvantage is give to the viewer through the charging. |
