PROBLEM TO BE SOLVED: To obtain a method and device suited to the operation of an internet service provider network and the utilization of resources by dynamically monitoring and managing network resources. SOLUTION: A monitoring and managing computer 44 is not related with the actual transfer of data from the server resources 46A and 46B to a requesting client but collects measuring data from another node to monitor the operating state of a network. For example, it collects information on the processor load of the server resources and the downloading time of data requested from each server resource. It moves the copy of data to an optional shared resource server 46B based on network measurement or based on presenting by an operator. It presents an intelligent proxy 50 to advance to the specific resources 46A and 46B to cop with the request.
