PROBLEM TO BE SOLVED: To reduce the weight of an image display device, and to improve the luminance thereof. SOLUTION: A device has hollow and thin tubes 12 having phosphor and filled with the discharge gas and a stripe groove 13 previously provided on a surface of a board 11, and the hollow and thin tubes 12 are held on the grooves 13 by a holding member such as a resin 16 on a display electrode (address electrode) 14 provided in a bottom of the grooves 13, and a discharge electrode 15 is provided on the surface of the hollow thin tubes 12. Since narrow and light hollow pipe-like light emitting tubes are used in a front surface side of a panel and a plastic board is used in a back surface side thereof, weight of an image forming device is reduced, and luminance thereof is improved.
