Thereby the device 11 leaves images obtained before and after the occurrence of earthquake. The controller 23 transmits an image transmission request signal for transmitting the image data ofΔt sec before and after earthquake occurrence time to the device 11. The device 11 transmits the image data of the time band to the center 1. Consequently the scale of damage caused by abnormality occurrence can be accurately grasped.
