PROBLEM TO BE SOLVED: To control routing to a specified area easily and without wasting resources with network structure. SOLUTION: When a call originating telephone set 1 is originated through a fixed telephone network 2, a call control processing is performed by an originating call control means 31 of a mobile object telephone exchange 3 and an outgoing route is determined from subscriber information of an inquiry result obtained by making access to a home location register(HLR) 4 through a called information inquiry means 32 by an outgoing route determination means 33. In this case, when a mobile object telephone exchange in a service area where a subscriber of a call incoming mobile object exists is recognized as an object of incoming call control by the inquiry result to the HLR 4 by a judging means 42, an incoming call control guidance message from a talky device 35 is transmitted to the call originating telephone set 1 by a control guidance informing means 34 and no connection processing is performed to the outgoing route by the originating call control means 31.
