PROBLEM TO BE SOLVED: To identify that a packet is the one of which realtime property is required at high speed without analyzing protocols in hierarchical order by judging that realtime property exists when the number of the packets to be relay-processed per unit time is within a previously fixed range. SOLUTION: When the packet is transferred to a reception data holding means 20, the protocol of the data link layer of the packet is analyzed by a relay control means 30 and a transmission destination is identified. When a transmission route is registered in a management information holding means 40, the relay control means 30 decides that a transmitting means 80 designated by a held number with correspondence is the means for transmitting the packet. When the transmission route is registered, a stability detecting means 50 refers to a priority flag and a priority degree judging time, checks a passage time after priority degree judgement and judges that the packet is the priority processing object one at the time of within a stipulated time. Then, a judgement result is registered in the priority flag and the time for judging a priority degree is registered in the priority degree judging time. |
