The system has a cooling arrangement driven by a motor, a regulator for the cooling arrangement, a pre-cooler (50) driven by a power source independent of the engine to pre-cool the vehicle interior and an auxiliary regulator (60) for the pre-cooler. The pre-cooler has a thermoelement cooling module (52) for cooling the vehicle interior, a ventilator (54) for sucking the air from inside the vehicle to the outside and a solar battery (51) for delivering electrical power to the module and ventilator. The auxiliary regulator regulates the pre-cooler if the ventilator is being driven when the interior temperature equals or exceeds a predetermined value. The thermoelectric cooling module is operated if the interior temperature equals or exceeds a second defined temperature during the pre-cooling process.
