The invention concerns a power transmitting device, wherein two operating arms (2) inversely arranged drive in rotation a sprocket wheel (4), comprising: (a) a power transmitting assembly (5), including a rotating shaft (3), the two arms (2) and n bearing surfaces (6) preferably radial, facing in the rotational direction; (b) a second assembly for receiving power (7) comprising: the sprocket wheel (4); a central part (8) mounted freely in rotation about said rotating shaft (3), and consisting of a first substantially planar portion (9) in the sprocket wheel (4) extension and n second outer portions (11) defining n counter-support surfaces (6), capable of being engaged with the n bearing surfaces (6) when the operating arms (2) are actuated. Each counter-support surface (12) is, towards the second outer portion (11) free end, arranged projecting, and along the receiver assembly (7) first portion (9), being connected thereto by a transverse link (13).
