The invention is directed to a thermoplastic film (54) having a first surface (59) and a second surface (64). The second surface (64) is spaced apart from the first surface (59). A plurality of perforations (52) extend through the film (54) from the first surface to the second surface (64). The perforations (52) form capillaries (55) that extend from the second surface (64). The capillaries (55) are disposed at an angle from about 5 DEG to about 60 DEG with repect to a plane that is perpendicular to the first surface (59).
