PROBLEM TO BE SOLVED: To provide a recording medium which is highly water-resistant and is also of a high mechanical strength as well as an image forming method. SOLUTION: In the recording medium having an ink receiving layer 2 formed at least, on one of the faces of a base material 1, the ink receiving layer 2 is a porous layer containing pigment particles and mutually welded thermoplastic resin particles. The image forming method using the recording medium is to form an image by splashing ink using a jet recording process to the recording medium. The recording medium manufacturing method includes a step to apply a coating liquid containing pigment particles and thermoplastic resin particles and a step to weld the thermoplastic resin particles by heat under pressure to form the ink receiving layer 2.
