PROBLEM TO BE SOLVED: To neutralize washing water of incineration ash by utilizing CO2 contained in exhaust gas generated from incineration facilities or the like. SOLUTION: Strong alkaline waste water used in the desalting of salt components contained in washing water of incineration ash or the like is neutralized by utilizing CO2 in exhaust gas generated in incineration facilities or the like. By this constitution, chemicals used in neutralization heretofore are dispensed with and CO2 in exhaust gas can be reduced to largely contribute to the conservation of global environment.
