PROBLEM TO BE SOLVED: To obtain a catalyst with which a controlled conjugated diene polymer is prepared in a high activity by combining a titanium compound (excluding titanium metallocene compounds), an ionic compound of a non-coordinating anion and cation and an organic metal compound of elements of the groups 1 to 3 in the periodic table. SOLUTION: As a titanium compound, a halide, a carboxylate, an alkoxide, aβ-diketone complex and a Lewis base complex of a halide are preferred. As an ionic compound of a non-coordinating anion and cation, for example, triphenylcarbenium tetrakis(pentafluorophenyl)borate, N,N-dimethylanilinium tetrakis(pentafluorophenyl)borate and the like are preferred. An organic metal compound of elements of the groups 1 to 3 in the periodic table includes organic aluminum compounds, organic lithium compounds, organic magnesium compounds, organic zinc compounds, organic boron compounds and the like.
