A protocol (10) for a digital stored voice paging system. The protocol (10) contains a multiplicity of limited frames each containing a short message section (12) and a voice data section (14). The short message section (12) contains repeated alert packets (16) for providing time diversity, and the voice data section is comprised of packets containing voice data streams. The packets of the voice data streams (20) are interspersed with one another and transmitted in scatter form throughout the length of the message time period, to improve the power consumption and reduce errors in voice message transmissions during digital stored voice paging operations.
