PROBLEM TO BE SOLVED: To avoid effects being made on a network design by facilitating parameter adjustment, so as to eliminate unnecessary level changes a transmission line through the adjustment. SOLUTION: A level measurement instrument placed at a pre-stage of this controller measures a level of a received signal, and a ratio G of the level to a design reference level of the input signal level to be adjusted is obtained. A level correction device 21 multiplies the input signal with the G to match the level of the input signal with the reference level. An output of the device 21 is used for a new input signal, from which an NLP and voice are detected. Since the input signal of the reference level is fed to an NLP 1 and a voice detector 23, there is no problem on setting of a threshold, and the presence of a voice signal is detected accurately. Moreover, a level inverse correction device 24 is provided to a post-stage of the NLP and the voice detector to multiply 1/G with the signal to restore the level to the original signal level.
