PROBLEM TO BE SOLVED: To set the upper limit of the extension number of function blocks to be considerably large by showing only a main function block in a central controller, apparently hiding auxiliary function blocks under the control of the main function block from the central controller from the viewpoint of con trol and using a cell and a ATM switch in a system for the transmission/ reception of a control signal. SOLUTION: In a line corresponding part 52 , only a point A1 represented as a line corresponding part (main function block) 21 can be viewed from the central controller 1 and the line corresponding parts (auxiliary function blocks) 22 -25 being respective elements constituting the main function block are hidden from the point A1. The control of the line corresponding parts 22 -25 of the auxiliary function blocks is managed by the line corresponding part 21 of the main function block control part controlling the whole and they are connected by respective lines 22 -25 at points b1-b4 through the ATM switch 3 from the point B1 of the line corresponding part 21 .
