PROBLEM TO BE SOLVED: To monitor protocol data on a designated channel without affecting channels, which have been already set. SOLUTION: A console 17 is used to enter a terminal port PT1 that contains an ATM terminal 11 as a monitor object and a monitor command to designate a set channel number. A monitor control section 18 identifies the monitor command and outputs a monitor connection command to a connection control section 19. The connection control section 19 references various control tables in a control memory 20 and changes setting of a path of a channels set to the ATM terminal 11 to ATM connection for monitor via a monitor port PM. Thus, protocol data are monitored by using a protocol monitor 2 connected to the monitor port PM.
