MOVING IMAGE ENCODING METHOD AND ITS DEVICE

PROBLEM TO BE SOLVED: To improve the performance of movement compensation prediction by generating the prediction signal of a present field from the moving image signal of two encoded fields just-before to process movement compensation. SOLUTION: According to a motion vector detected by a motion vector detecting circuit 16, a motion compensation circuit 15 outputs real image data after locally decoding a former field detected by a field memory 14a or interpolation image data after locally decoding the former field held by a field memory 14b as movement compensation predicting image data by deviating it by the unit of a block. The circuit 16 compares the present image data of the present block of a present field with locally decoded image data of the former field held in the memory 14a (14b) while deviating by the unit of a pixel and detects the deviated quantity minimizing a block difference value between the blocks as a motion vector to output it.
