PROBLEM TO BE SOLVED: To provide a certificate issuing device with which a qualification test can be easily executed without operation skill for everyone among a lot of applicants. SOLUTION: This system has a storage means 5 for storing identification information of arbitrary number of respective applicants, personal information corresponding to test conditions concerning the issue of a certificate and a testing method corresponding to the test conditions, a reception terminal 2 for inputting the personal information of applicants and preparing an application to which the identification information peculiar to each applicant is added, a qualification testing device 3 for acquiring test conditions in accordance with the correspondent identification information from the storage means 5 based on the identification information of the applicant described on the application prepared by this reception terminal 2 and executing a qualification test to the applicant while acquiring the testing method corresponding to these test conditions, a computer 1 for discriminating whether the applicant is qualified or not based on the test result of this qualification testing device 3, and a certificate issuing part 2 for issuing a certificate for the applicant having passed the qualification test based on the control by this computer 1. |
