摘要 PROBLEM TO BE SOLVED: To improve binding properties between active substances, and binding properties between the active substance and a current collector by latex including a polymer polymerized by employing an acidic monomer and pH being within a specific range. SOLUTION: Latex containing an at least acidic monomer as one of raw material monomers and having 4 to 10 in pH is employed as an main component of a binder composition. As the acidic monomer, an ethylenically unsaturated carbonic acid or the like is preferably employed. Since latex can be obtained by employing such acidic monomer, pH of the polymerized latex is often 4 or less in pH. Adjustment of pH is performed so as to be within the above range to prevent lowering of a battery capacitance. Therefore, as an alkali compound, an alkali metal hydroxide, alkali earth metal hydroxide, ammonia, and organic amine or the like is added. From the standpoints of binding properties and operability, lithium hydroxide is particularly preferred.
