PROBLEM TO BE SOLVED: To obtain a device by which additional information is easily detected with a P picture and a B picture by including information regarding a specified processing in transmission information, estimating a processing performed at a transmission side of the transmission information when the additional information is detected by the information regarding the specified processing and correcting reference information. SOLUTION: Compressed video signal data Dv is supplied to an MPEG decoder 40, compressed, unpacked and decoded. The data Dv is supplied to a variable length decoding part 41, decoded and supplied to an inverse quantization part 42. The data Dv is restored to data of a bit stream consisting of a DCT coefficient by being inversely quantized at the inverse quantization part 42. The data from the inverse quantization part 42 is supplied to an inverse DCT processing part 43 and data in a frequency area is converted into original data in a time area. The data from the inverse DCT processing part 43 is supplied to a motion compensation processing part 45 through an adding part 44. A restored digital signal is obtained from the motion compensation processing part 45.
