PROBLEM TO BE SOLVED: To perform an efficient manufacturing of high active chaff having a high pozzolan activation and a less amount of unburnt carbon. SOLUTION: Chaff layer continuously fed into a combustion chamber 5 and accumulated therein is agitated by a plurality of agitating branch pipes 8 extending in an upward or downward direction, and at the same time decomposition gas generated from the chaff fed into the combustion chamber 5 is ignited with oxygen contained in natural atmosphere supplied from blowing holes 9 of the agitating branch pipes 8, and unburnt carbon in the chaff is ignited with oxygen contained in natural atmosphere supplied from the blowing holes 9 of the agitating branch pipes 8 located inside the chaff layer.
