SOLUTION: In the case of dial up connection when connecting a computer to the internet, an end user issues an ID and a password through a first device 1 in advance and confirms these ID and password through a second device 2 in the case of internet connection and after the elapse of a prescribed time from the internet connection, the internet is disconnected. Then, a bill is issued for a tariff to the sponsor corresponding to the time of internet utilization accumulated for a prescribed period by a third device 3.
