SOLUTION: A proposal contents setting processing part 161 designates a specific keyword and a specific proposal rule, retrieves and reads out the commodity information corresponding to the specific keyword via a matching processing part 181, and decides a buyer who satisfies the condition of the proposal as a proposal destination to set the proposal contents via a customization processing part 182. A proposal transmission processing part 183 sends the commodity information read by the part 181 to the proposal destination decided by the part 182 via a network 140. A proposal reception processing part 191 of the proposal destination receives the commodity information sent from the part 183 and sends an answer showing whether the relevant commodity is needed to a seller via the network 140.
