PROBLEM TO BE SOLVED: To provide a moving image compression coding method by which compression coding of high definition image data such as data for HDTV is processed at high speed, and also compression coding with a high S/N versus code quantity is attained. SOLUTION: In this method, a plurality of frame images are divided into a horizontal axis, a vertical axis in each frame and a time base in an inter-frame direction to obtain 3-dimension blocks 22, and each of the 3-dimension blocks 22 divided in the 1st step is divided by a vertical plane with respect to the horizontal axis, the vertical axis and the time base to obtain a 2-dimension block group 23. Then each 2-dimension plane block in the 2-dimension block group 23 is subject to orthogonal transformation, with its transformation coefficient quantized (25), data of the 2-dimension block group 23 to be quantized (25) are converted into linear data by a plurality of scanning methods whose scanning sequence differs from each other, the resulting data are compression coded, the amount of generated data by each scanning method are compared, and the scanning method providing a minimum amount of codes and compression coded data corresponding to the scanning method are outputted based on the comparison result.
