PROBLEM TO BE SOLVED: To provide a photoelectric conversion device, which is high in S/N ratio and has stable characteristics, a method of driving the device and a system having the device. SOLUTION: A photoelectric conversion device, which has a first electrode layer, an insulating layer for preventing first-type and second-type carriers from passing through, a photoelectric conversion semiconductor layer, an injection stopping layer to prevent the first-type carriers from being injected in the semiconductor layer and a photoelectric conversion element 100 laminated with a second electrode layer, has a switching means 113, which changes over three operating modes: (a) an idling mode for eliminating the second-type carriers from the the element 100, (b) a refreshing mode for refreshing the first-type carriers stored in the element 100 and (c) a photoelectric conversion mode, which generates pairs of the first-type carriers and the second-type carries in accordance with the quantity of incident light and stores the first-type carriers for giving an electric field to each layer of the element 100 for actuating the element 100.
