PROBLEM TO BE SOLVED: To provide a surface combustion burner made of ceramics raw material in which it can be used for a long period of time in a stable state at a high combustion temperature, it is less-expensive, light in weight and it shows a superior uniform combustion. SOLUTION: A flow regulating plate 10 made of alumina fibrous ceramic material, having a heat-resistant characteristic of more than 1800 deg.C, and having a large number of aeration holes with a diameter ofϕ0.9 mm formed therein, is held by a burner case 30 and a supporting plate 20 together with an aeration layer 21. As mixing gas G is supplied from the rear side of the flow regulating plate 10, the mixing gas G passes through the flow regulating plate 10, reaches the burner plate 37 and is ignited there. It can be used for a long period of time at a high surface temperature without producing any possibility of making back-fire due to heat-resistance, a low thermal expansion characteristic and a low thermal conduction of the flow regulating plate 10 and the burner plate 37.
