PROBLEM TO BE SOLVED: To suppress swelling as a whole pellet by making the particles of nuclear fuel substance spherical, and making the diameter or the equivalent diameter of the sphere at a specific value or smaller. SOLUTION: Fuel pellets P are sintered by uniformly dispersing nuclear fuel substance 1 in a matrix 2 composing alumina magnesia-spinel. For the nuclear fuel substance 1 UO2 , PuO2 and ZrO2 are mixed and heated to form solid solution, which is crushed into powder. For the matrix 2 Al2 O3 and MgO are mixed and heated to form a spinel 3, which is crushed into powder. The diameter or the equivalent diameter of the nuclear fuel substance 1 is made 100-400μm in a particle of a spherical body.
