PROBLEM TO BE SOLVED: To provide a new cement additive which exhibits high cement dispersing property in a small added amt. and a method to produce a hydrophilic graft polymer used for the cement additive. SOLUTION: A cement additive contains a hydrophilic graft polymer having wt. average mol.wt. of >=6,000 as an essential component. The graft polymer is obtd. by graft-polymerizing an ethylenic unsatd. monomer essentially including an unsatd. carboxylic acid monomer essentially including anα,β-unsatd. dicarboxylic acid and/or its anhydride to a polyether compd.
