PROBLEM TO BE SOLVED: To provide a manufacturing method of a chlorinated vinyl chloride resin of excellent gelling property and heat resistance. SOLUTION: This is a manufacturing method of a chlorinated vinyl chloride resin by chlorination of a vinyl chloride resin, wherein the vinyl chloride resin has a BET surface area of 1.3-8 m<2> /g and in the surface analysis of particles by ESCA(electron spectroscopy for chemical analysis) the peak ratio (chlorine element peak×2/carbon element peak) at 1S bond energy value (eV) of carbon element and chlorine element is higher than 0.6, and the chlorination reaction is carried out, after the vinyl chloride resin is suspended in an aq. medium, by introducing liq. chlorine or vapor chlorine into the reactor with a reaction temperature in the range of 20-60 deg.C and using an oil soluble initiator with the 10-hr half-life temperature ranging 20-60 deg.C.
