PROBLEM TO BE SOLVED: To provide an image coding method where image quality is improved and efficient reduction in the amount of information is realized also to provide a and storage medium for storing a processing program using this method by selecting a quantization step appropriate to each block and coding in response to the continuity at each boundary of peripheral blocks. SOLUTION: A control section 2 calculates a difference of a border between blocks at the surrounding of a quantized block among blocks already coded and stored in a frame memory 4b in a RAM 4 as local decode blocks, and the magnitude of a quantization step is properly determined based on whether or not the calculated difference satisfies a prescribed preset condition. Thus, for example, in the case that a degree of change between blocks in a lateral direction or a longitudinal direction around blocks to be quantized is small, fine quantization is made to reproduce a small change in the image and when not, relatively rough quantization is made. |
