摘要 <p>PROBLEM TO BE SOLVED: To execute setting of a sub sample in the detection of a motion vector more properly than that of a conventional method in view of power consumption and detection performance. SOLUTION: A correlation degree calculation means 13 is provided with a plurality of correlation degree calculation blocks 13a-13d that calculate the correlation degree between a coding object block and an object block within a retrieval range. Each of the correlation degree calculation blocks 13a-13d receives different pixel groups of a coding object block from a 1st image storage means 11, and also receives a pixel group of an object group corresponding to the received pixel group from a 2nd image storage means 12, thus a correlation degree is calculated between the received pixel groups. A control section 20 sets a sub sample depending on image characteristic information S1 such as a frequency component of the coded object block and operating state information S2 such as a residual capacity of a battery. Then all or part of the correlation degree calculation blocks 13a-13d is selected and operated in the correlation degree calculation means 13 depending on the setting.</p>
