PROBLEM TO BE SOLVED: To relay an information element of a call setup message in all signal line system by a cell transmission network (ATM network) even between PBXs containing lines of different signal line systems. SOLUTION: Only one ATM call setup path is set between two ATM-WAN nodes 102 and the number of ATM communication paths for voice signal is set corresponding to the number of call units. An IWF103 in a caller ATM- WAN node 102 penetratingby stores a call setup N-ISDN signal to an ATM cell as it is when the call setup N-ISDN signal is produced from the PBX 1801A and sends the signal to a common ATM call setup path. When a call setup individual line signal is produced from a PBX 1801B, the IWF103 converts the call setup individual line signal into the call setup N-ISDN signal, stores it to the ATM cell and sends it to the common ATM call setup path.
