PROBLEM TO BE SOLVED: To reduce consumed power by efficiently using stred heat without performing an excess heat sorage in an intermediate period or the like with small load. SOLUTION: Operating time for a heat storage operation is changed depending on the quantity of remaining stored heat of a heat storage tank. A correction factor deciding part decides a correction factor Kt based on maximum temperature Tmax and a correction factor Kg based on the temperature of water of the heat storage tank from a preset relational expression (Steps ST2 and ST3). A latent heat storage time deciding part multiplies standard operating time T0 by the correction factors Kt and Kg to decide target operating time T1 (Step ST4). When a latent heat storage operation for actually making ice is started, a timer begins to measure operating time Tn. An operation end decision part completes the heat storage operation when the operating time Tn exceeds the target operating time T1.
