<p>PROBLEM TO BE SOLVED: To enhance the utilizing efficiency of the network by informing a downstream segment of it when a transmission rate of an upper stream segment is low and allowing the downstream segment to transfer a difference transfer rate to other segment sharing a link in common via a switch. SOLUTION: A forward resource management FRM cell is looped back as a backward resource management BRM cell of an upper-stream segment at an RM cell loopback section 13. A current transmission rate CCR extract section 20 extracts a CCR area described in a payload of the BRM cell (the extracted data are referred to as CCR-UP). An explicit rate ER comparison/ update section 21 compares data in a BRM area reached from the downstream segment (referred to as ER-DOWN) with the data CCR-UP and selects either of them which is smaller as a new ER to update the ER area. A rate control section 15 decides a transmission rate by referencing the updated ER.</p> |
