PROBLEM TO BE SOLVED: To obtain a developing method and a developing device capable of forming a printing relief by which high-quality printing can be realized with little irregularities of the floor of the relief and without the irregular gradation of the dotted portion of a printed matter. SOLUTION: In the developing method for photosensitive resin plate where resin material at an unexposed part is removed by a brush by immersing the exposed photosensitive resin plate in developer or spraying the developer to the resin plate; either the photosensitive resin plate or the brush is moved back and forth while it is moved right and left. Then, the developing device for the photosensitive resin plate is equipped with a mechanism for moving only either the photosensitive resin plate or the brush back and forth while moving it right and left.
