PROBLEM TO BE SOLVED: To relax congestion even when mobile bodies such as packets are concentrated onto a router or the like. SOLUTION: A router is provided with a detection means 4 that detects a mobile body entering a management area to be managed, a transmission means 6 that sends a mobile body in the management area detected by the detection means to other management area via a transmission path, a count means 7 that counts number of times of transmission of the mobile body sent by the transmission means 6 by each transmission path, and a control means 8 that controls the transmission means 6 in such a way that the mobile body is sent with 1st probability to a 1st transmission path with least transmission number of times counted by the count means 7 and sent with a 2nd probability lower than the 1st probability to other transmission path.
