PROBLEM TO BE SOLVED: To suppress increase in the number of operations of transformer station bus voltage and reactive power flow adjustment equipments caused by a linearization error, by adjusting operation ranges of all the transformer station bus voltages and reactive power flows according to the ratio of the number of operable adjustment equipments to the number of all the adjustment equipments. SOLUTION: An operation range renewal equipment 403 multiplies operation ranges of bus the voltage (V) and the reactive power flow (Q) of a transformer station stored in a transformer station bus voltage (V) and reactive power flow (Q) operation restriction data 103 by an operation range adjustment ratio A set by an operation range adjustment ratio setting equipment 402 to obtain renewed operation ranges and then sends them out to a linear planning problem formulation equipment 106. Nextly, a restriction conditions setting equipment sets the restriction conditions for the operation ranges of V and Q and the operation restriction conditions for each V and Q adjustment equipment based on a sensitivity factor calculated by a sensitivity factor calculating equipment, the operation ranges of V.Q adjusted by a V and Q operation range restriction condition adjustment equipment 105, and V and Q adjustment equipment operation restriction data.
